Somalia is still far from having a functional federal government. In terms of particular regional states, sure. But like it or not 2/3 of the federal budget comes from gaalo and its mostly wasted by corruption and mismanagement. Most "leaders" have little to no skill or insight. HSM cannot exert much control over the rest of the country. Look at the jubaland situation. If the gaalo stopped funding the government it would return to how it was in the 2000s. Whatever gains we have made is an illusion if it takes gaalo sending soldiers to police us and 600 million a yr to fund us. $600 million should be enough to kill off shabaab but they cannot
