Create a Diaspora only state in Somalia. Built by only with western born specifically US/Canadian/UK Somalis who have relevant skills. Just imagine how great the country would look with smart educated people actually running it. No more Qabil wars, hunger, crime. Those who have the most skills would be put in top positions of the society and those who have lesser skills will be micro managing police, army officers etc. The local people will be doing the manual labour and we will be educating them for better roles within our society. These will be the 5 main rules:

1) Minimum IQ of 95 to be granted citizenship this would also apply to diaspora. This is to ensure we have the best quality of Somalis within our country. There would be an annual quota check meaning that if you fail to meet a specific level you may lose citizenship and be deported.

2) Only Western-born Somalis would be in the top positions. Other diasporas won't be included nor locals. This is because they may either try to arabize it or divide it upon on clan borders.

3) Both of your parents must be Somali/ no mixed breeds.

4) Mass development will be prioritized there would be no lazy people allowed in the country. Unemployment will not be possible people would have something to benefit to the country. Either starting a business or working etc.

5) Welfare state. Everyone would have the ability to have free healthcare and education as well as voice their opinion on all matters.
