Voter registration fraud combined with lower voter turnout in Woqoyi Galbeed, which has ~50% of the Dir Woqoyi population. This is my guess.

I am surprised that voter registration fraud has persisted in Somaliland even after the introduction of biometric verification. My guess is that duplicate voters were not scrubbed from the voter rolls. Why? It would have disenfranchised too many people. This is my guess.
