Jigjiga is the fourth largest city in Ethiopia and the 2 larger than it, namely Adama and Mekelle, are not much larger. To a large extent, Ethiopia has a single large city. It is a country of 130 million that is the size of France+Spain+Portugal. That the only large city of such a country will be large is no surprise. Addis is where everything and everyone who matters is. Think of Kinshasa, Dhaka, Bangkok, Manila or Seoul. Somalia was like this before 1991.

Still, Addis is an outlier even among countries with extreme urban primacy. Addis is like 10x larger than Adama, the second largest city. Too concentrated, very brittle.

for example Egyptians dont flee to Europe yet their country has a GDP per capita of around 3000
But they go to the Gulf instead, lots of Egyptians work there. Also Egypt has been more or less a dictatorship for over 70 years and certain eras saw restriction in movement

Because lets be honest, if Egyptians had the chance, they would go to the west without a second thought since it has far more opportunities.
