Not really. Majority of the aid is pocketed by the politicians, the average civilian in the street doesn't see a penny. So it will hurt Somaliland politicians the most it means less for them to steal. The UK could introduce a new policy where aid is given to families directly like in Pakistan and set up atm machines with each family given a card. That way no one can steal it from them.
