If it's true, it doesn't implicate Xalane for the terrorist attack. It just means that they have their own intelligence inside Xamar/Somalia that is more competent than FGS. How else does the US airstrike Al Shabab leaders? They would have told the FGS in advance, who then failed to do their job in preventing it.
