The arms embargo could be lifted so easily if they would just do the basics like not stealing their salaries, selling the weapons in the black market, and making the army more representative and not a collection of tribal militias and their patrons

Yes but the only way to have a modicum of authority in Somalia is to placate everyone (including warlords, Islamic extremists who aren't al shabab etc etc) or else they go rogue.
Every Somali now claims independence when things don't go there way.

I agree tho they're not really trying (there's seemingly no incentive, people are ok with the tribal government as long as they get representation regardless of what the government is ) but it's not easy at all.

That was in 2012 but now they are more than 300 and we should not disclose their numbers, identity or anything about them.

I have to agree with that. Rule of law will be very hard. We already have the laws in place but no one follows them.

there numbers will never grow past few thousands
