The Taliban already had all the equipment they needed for war and were under fire for treatment of civilians during the civil war (mass lotting and SA) they then established themselves as the Islamic rulers of the country also by the mid 90s bin Laden started coordinating attacks against the United States including trying to assassinate Clinton

George bush tried to take away there weapons and arm and train the side of the war that lost and ultimately failed (Americans controlled Kabul till 2021 ) leaving the Taliban to size American aircraft left behind when they came out of there caves
