Understood. But how can you say it’s not apathy.. how is there qashin outside of peoples homes and they don’t seem to be bothered?It's not really apathy. There's just no garbage disposal system really in place. Saw this issue in Bosaso when I visited it during the summer of '23. Plastic bottles everywhere, even on some of the beaches. The locals weren't anymore fond of it if you prodded them than you.
But, as other users have discussed, Somalia has a something of a growing and booming private sector but the public sector is dead. Government doesn't do very much in terms of infrastructure.
It's not average everyday people's jobs to setup trash cans all across town and hire garbage disposal dudes and pay for their trucks and waste treatment plants.
