Are Somali Ethiopians (in DDS) Considered to be Ethiopians?

I’m genuinely mad confused by this because if you compare them to those from northern Kenya who identify themselves as mostly Kenyan in terms of nationality, the Somali Ethiopians don’t always identify themselves as Ethiopian.
