Are some parts of Somalia/Somaliland safer than the west when it comes to crime?

Crime in Puntland is mostly correlated to how many IDPs from South Somalia are around (Bosaso most, Garowe least, Gaalkacyo in the middle). The locals don't commit petty crime.

Galkacyo has the most IDPs in PL due to its proximity to the South. There is over 30 IDP camps, accounting almost 60K individuals. That is also not including the town of Halobokhad which is in the outskirts and is almost entirely comprised of IDPs.

Also, I disagree with the locals not committing petty crimes.

Somalia's homicide rate according to Wikipedia (UN figures) is 4.31 the homicide rate in America is 4.96. Somalia's homicide rate is similar to Turkmenistan or Latvia.

It depends how you define safety..

If it's about Healthcare and acces to proper medical treatment then no, if you are referring to avoiding zinna, alcohol, drugs and gang culture then yes.

I can speak for hargesia and its easily safer than all the major cities named. People regularly sit with thousands of pounds on the main street with the money in full public sight and no security and are never robbed. You are not getting away with that in london or new york.
You will also have the benefit of not having to deal with racist cops or institutions at least not based on your skin colour or sterotype.

I would say these figures are definitely true or almost close if you are not counting the ones who die from explosions and conflicts.

The ones in Bosaso are more desperate and are often planning on migrating further and in bigger financial troubles than the ones in Gaalkacyo. My Suugo take on this. Bosaso also has more sketchy Ethiopian migrants than Gaalkacyo.

People who don't have a local reputation to uphold are more likely to do crime. Same in Europe, Eastern European crime gangs (especially Romanians, Bulgarians) who don't care about their reputation are more likely to commit crime than the locals.
