Not sure about gaalkayo but there was a major urban greening project for all of puntland that was announced last year. 4 million trees was to be donated by Ethiopia . Don't know if the project has been implemented yet tho

Puntland is rich because it doesn't pay tax to SFG. All its profit goes straight back to Puntland. They also get direct aid from IC similar to Somaliland. Well done to Puntland in looking after its own interest.
