who drew up the country boders which led to the 70s war and the aftermath that was the civil war? Who cut the aid for last central government even though they knew the consequences? Who send Ethiopia to south somalia after the country becoming stable for the first time and told them to pull after causing trouble and leaving a power vacuum?
