Your changing your point. You first said Xamar is at the mercy of AS. That is a completely different question to what is being asked here. Being vulnerable and being at mercy to something is not the same.

The nearest active AS fighter is stationed hundreds of km from the capital and they are unable to collect taxes from Xamar like they did a few years ago. Economically and militarily they are disconnected from the capital. Security measures have been tightened with checkpoints at every isgooys as well as trained sniffer dogs and CTV allowing for accountability if a solider at one of these checkpoints is lacking. However they can still slip through cracks evident by recent attack on Lido. Nothing is 100% effective but attacks have greatly reduced.
