Sanaag on its own can't possibly qualify for a federa state, they need Sool. Dhulbahante is too hot headed though. They're wild and cannot be trusted. Dhulbahante heavily intermarried with the porcupines and it effected the purity of their bloodline. They're confused block of people.

Dhulos are not even united.Who are you suppose to deal with? they killed 16 from each other just this week +60 injured for nothing. Warsangeli on the other hand are more united community and Jeeganism has not infected them much so it is easier to deal with them.

HJ and Dhulos are non factor in Sanaag. Only HY and Warsangelis can decide its fate. As for Sool it has its own political problems I agree about Sool. We don't need Sool though. Just Sanaag + Northern Sool is enough another Galnus state.

In 80s dafle gave 3 groups heavy weapons 2 of the them(jamac siyaad&ugaadhyahan) went on hunting spree for isaaq inhabitants of buhoodle never fired a single shot
They fought in 2011 because they were afraid of losing land not because of any other reason
