The agreement will be reviewed and put into vote by the parliament and if it passes or not that's how things will be decided. The only people who oppose this deal are the Faqash, Ethiopia and Ethiopian stooges who want to please Adis Abbaba. Something they all have in common is wanting to keep Somaliland weak. Like @merka said, this is Somaliland's chance of counterbalancing Ethiopian influence, and we would be foolish not to pursue it. Lastly, the Houthi fear is baseless fear-mongering. Houthis are using the same rockets as Hamas in Gaza. They can travel relatively far but they won't do much damage.

The improved rockets Hamas are using have a typical range 10kms with the more advanced ones travelling no more than 40km, the later being Katyusha rockets. The rockets that were fired at Mecca last year travelled more than 500kms.
