In 2016 and subsequent years the deal generated a lot of controversy on Somali media. Lots of people apposed the agreement where Somaliland receive 30% & Ethiopia 19% It may had to do with deteriorating relations with UAE and Somali parliament banning DP world from operating in Somaliland.

Somalia has banned Dubai ports operator DP World from operating in Somalia, saying that a contract that the company signed last year with the breakaway Somaliland region to develop an economic zone is null and void.
Half of them said it was signed by HSM, the other half said it was a bad deal for Somaliland that jeopardizes Somalia's sovereignty and unduly benefiting Ethiopia. I remember social media crucifying Somaliland's 30% share.
