Not confident here using cobble stones in a port setting due to the anticipated load vs cobble stone is going to create to much upgrades and maintained cost, it's a simply a physic problem.

In reality I would've laid concrete on a steel base as it can last longer and is appropriate for anticipated loading, docking, transport needs of he port well into the future and making great savings on maintaince and repair work.
