Somalia has a demarcated border with Ethiopia that needs to be secured and there’s food insecurity in konfuur along with Somalia being import dependent (kenya & Uganda) on food, not independent. Which is what they’re talking about.

True, but a satellite would help in surveying land for agriculture, changing weather patterns, defence communication, monitoring climate change etc. it’d be dishonest to say it’s useless.
