Actually the shooter was a conservative, republican who was spiritual. He didn't belong to a religion but had a connection with God just like you have a connection with God. He was not an atheist. He is like you; a believing man.

This is a crime done by a believer of a higher power, of a God.

This could still be a terrorist attack. We need more information about his views and beliefs. Maybe he has hid his true motives or beliefs from the internet.

If he was motivated by religion (Charlie Hebdo, Shabab, Parliament Hill attacks, 9/11, 7/7) or personal political beliefs (Norway attack on Labour party supporters) then yes, it was a terrorist attack. We're not sure yet.

He could have been targeting atheists and anyone who is not spiritual. He could have really been a Christian or Muslim. What we do know is that he wasn't atheist and but has a deep connection to a higher power, God.
