Smaller city = easier to control and security could prioritize Al-shabaab fully rather than focussing on other things.
Mogadishu is absolutely huge, I have been there and there are many areas where Al-shabaab can slip through undetected.
This move of capital is purely security and saving lives. Nothing more to it.

You do know that having the capital city means that every single clan can inhabit there right? You forfeit the right of having a qabil dominated city. I'm pretty sure the Daroods there don't want other qabils moving in and joining in on resource sharing and what not.

Isis was able to take like 40% of Syria and 30% of Iraq in a period of 6 weeks and they are still holding ground despite permanent aerial bombardment from upwards of 60 countries saaxib, al shabaab on the other hand are being chased out of everywhere by nutrient deficient Ethiopians and bantus, that's why we need to keep a close eye on the isis group in Puntland before we find ourselves in a similar predicament
