The UAE started financing the PMPF in 2010 when there were reports of a unidentified Muslim country helping Puntland train the most modern troops.

This project came under the previous Puntland government let by Abdirahman Mohamed Mahmud Faroole who was the man who pushed Puntland in the spot light of the International Community.

After the UN put a ban the government of President Abdirahman Faroole managed to convince the USA and other worried entities to allow that project and it was reinstated.
