Why is he increasing the fees and how doesnt this help the development of the port?

Well, I don't know the economics behind it but I'm guessing the Somalis that ran the port before had no idea what to charge, an experienced Port manager came along (Paul) said "wtf is this shit, first thing we're raising these fees..." and now the Somalis are butthurt because the status quo has changed.

A similar thing happened after Berbara ports went from Somali to UAE control. UAE came in and fired many port laborers and changed up their work schedules and the remaining workers went on strike. The port was shut down for a few days...but not this long
