As a rule of thumb you can ignore anybody who says they don't need "europe , america, the imf and the worldbank" since that's just b.s . Both Russia and China got to where they are today from huge investments to the tune of hundreds of billions of dollars and massive tech transfers . Where did that money and tech come from ? America and Europe. Anybody telling you their going to develop the country themselves is a snake oil salesman. Let alone a landlocked country like Burkina faso.

That's not my point. My point is that any talk of "doing things ourselves " is nonsensical. Countries only develop through aggressively accuqiring foreign investments and technologies. You will never hear this kind of talk from countries that are growing rapidly. For example southeast asia. Even better off african countries like Kenya when they're being serious don't talk like this.

The continent of Africa has been ransacked to the point in which "doing things yourself" in the way that most people think is impossible I agree, but most of our nations can't simply rebuild with IMF loans, in part due to legitimate issues we've created for ourselves, but also because of how horrifically neo-colonialism has destroyed us structurally. China and Russia are unique in this context, maybe India can replicate this too. But Africa needs investment that isn't tied to these western institutions, even if the alternative aren't exactly the loveliest bunch (China and Russia)
