My initial thought was right. They kept exchange rate at the port different from the actual official rate in the market.

DP World complained about that and it was raised accordingly.

Did DP announce the raise beforehand? I'd understand that the businessmen are angry if it is sudden because it would mess up the calculations of their profit margins.

Then those claiming to hail from Puntland suggested mass execution to be conducted on the businessmen.
