Look, Mogadishu is hands down the best city to be the capital. It's a lowland, it's connected in a strategic location within the Indian ocean. It's near to the Shabelle river that can supply crops and water. I mean Mogadishu has the richest history even outpacing Zeila history. It's more safer since it's located far away from the Ethiopian border. The only problem that is ruining Mogadishu is those Al-Shabaab kaffir pigs.
Mogadishu is too strategic, which is why it's the capital. Think about it, Afgooye the agricultural capital of Somalia is near to the capital commercial hub.

I don't know if you're being sarcastic but in all seriousness, Ceerigaabo is wholly dominated by Habar Yoonis and Habar Yoonis themselves settle very near to Yubbe so yes, Ceerigaabo is not shared whether you like it or not.

Al Shabaab is so deeply ingrained in Mogadishu that it's become part of the city's DNA. They would probably stay in Mogadishu and continue bombing it to maintain the huge revenues they make from extortion. So they would be split between Mogadishu and the new capital.
They would start a bombing campaign in the new capital to make everyone there scared enough to cooperate with them and it is here that the FGS would have the opportunity to prevent them from gaining a foothold.
The problem is Al Shabaab's spies in the military and government would also come to the new capital. Moving the capital would do nothing to get rid of them.
