How can they prevent voters from being murdered by Al Shabaab? How can an election be legitimate when vast swathes of people living in the south are too scared to go to polling stations? How can they prevent voters coming in from Somali Galbeed? How can they do all of this by 2020 when they haven't even started yet?

There are 23 European countries in which the diaspora can caste a vote outside their respective countries. Take Turkey for example, Erdogan was campaigning in Greece & Germany, seeking to earn the votes of the Turkish diaspora, why can't those in the NFD & DDS partake in Somali elections, are they not ethnic Somalis?

Even if peace is somehow miraculously achieved by 2020; a one man one vote system threatens the credibility of certain groups/entities over certain areas in the south. So no.. a fully democratic election is far far into the future.

I am well aware of this but the current government must take steps to ensure this can become a possiblity in the distant future, 2020 is a bit too soon for a project of this magnitude.
