I am glad that someone in US is advocating for the right thing. US should take a hardline against TPLF terrorists.

Because they don't want Ethiopia to fill the dam too quick, that was their only concern.
Egypt didn't lose anything. The only water shortages they faced are due to overuse in the delta region. A solution is to stop growing water-intensive crops which they've been doing a good job of controlling.I agree with you the defeated side does usually come up with reasons to justify their loss.

So, what is the agreed minimum rate of waterflow from the GERD dam to secure the fresh water supply of Egypt?
There was no official agreement, but after any dam is filled the same amount of water flows out. That's why all of the commotion is centered on how long it'll take Ethiopia to fill the dam. For example, if they fill it in 2 years it'll be terrible for Egypt, but if they fill it in 7 years it'll be fine.
The amount of rainfall plays a big role as well. Last rainy season it rained a lot in Ethiopia so the dam filled up quickly in the first filling phase.

You just confirmed that neither Egypt or Sudan has the agreement to safeguard their interests, meaning both countries have no control whatsoever over the GERD dam.
Without the agreed rate of waterflow, there is nothing that would stop Ethiopia from water retention and diversion.
Both countries will have the sad fate as Iraq and Syria vis-a-vis the Turkish dams:
These are militias. Unlike the Liyu, the militias don't have uniforms. They are civilian army who act as a reserve army and only are activated if needed. Normally they are ordinary farmers. In the above video the militias are from Wollo, Amhara and so their cloth also looks like the local farmer. In the following video you can see the militias from Gondar. They also are ordinary Gondar farmers acting like a reserve army. Only the Liyu have uniforms and are the ordinary paid kilil army. The militias are armed ordinary farmers.
You can't compare the Ilisu Dam to GERD. First of all the former is in a semi-arid desert with a high water evaporation rate, second of all Sudan needs GERD for stable water supply which GERD will regulate. Now Sudan deals with annual floods which destroys farms every season. GERD to Sudan will be like the Aswan dam to Egypt.
Last but not least if the dam were to somehow affect Egypt/Sudan then the US would force Ethiopia to dismantle it. Ethiopia is not Turkey and Egypt/Sudan are not Iraq/Syria.

They are integrated in the military command. They can't act independently and until now there is no hard evidence they committed extrajudicial murders except few allegations. The only massacre on civilians that is confirmed in this war is the one in the town of maikadra in which some 500 Amhara civilians were murdered by the fleeing TPLF forces. There are many first hand witnesses for this crime and even Amnesty International blamed it on TPLF. Of course there are allegations especially from people fleeing to Sudan and every allegation must be investigated and the criminals must be brought to justice. No one should be allowed to attack civilians no matter what.

It is not just about one dam. There are many dams built in Turkey. The end result is sad. Without the agreement on waterflow, the downstream countries are left at the mercy of Turkey.
Nile negotiations have lead to nowhere. If you can't reach agreement now, don't expect much in the future. Believing in the US power and Ethiopian bowing-down is like believing in Santa Clause's existence. Good luck with that.

There are no such things in military as civilian army or "they act like reserve army". They are loosely controlled militia, consisting of untrained farmers aka Amhara terrorists.
Stop lying. It is not confirmed that 500 killed civilians were Amhara and perpetrators were TPLF. Here is David Davison from the International Crisis Group explaining it.
