The airport will have to be expanded into PL land and the UAE share will come out of PL's share.
You can not build on Galmudug land nor sell Galmudug share to UAE.
You signed the deal not Galmudug.

Gaalkacyo is a shared city, and the airport was built by the Somali government not PL, meaning they have to share it with Galmudug because both HG and Darood paid for it with their taxes before the town was split.

There was no such thing as the PL side of Gaalkacyo before because the town was once one. Both PL & Galmudug civilians paid for the airport with their taxes, therefore its revenue must be shared. The Somali government must intervene if PL tries to sell Galmudug's share of the airport.
