Water is life people, coverage and access rate is paramount to save our people and livestock. That's why real govt focus on infrastructure(water, energy, roads, ports, airport, sewage, drainage, human capital growth schools) these all touch the people and increase their livlihood and supports economic growth.

Isn't the govt job to do feasability study on energy, is it cheaper to have 1 station and sub-stations region wide then1000 different off-grids installations? like the street lights it's seen the solar powered ones is a waste and it's far cheaper connecting to the town's grid.
