It's interesting you claim leelkase and never talk about the crown jewel project of garacad port and dry port at galdogob with ethiopia, this is going to be massive trade corridor that may match or out do the bosaso to galkacyo corridor.

Everywhere in PL I go, there is basic public services such as public sanitation, courts, law and order, police, army, local development plans, hospitals, schools, roads, plus an active diaspora and locals working together for a better future.
Look at this example happened today with a nomadic family in mudug having an accident. Ambulance on site and patients transferred to balibusle hospital.
What about sade lol?
Everywhere there is development going, some places such as Saaxo is developing quickly, but how does that relate to the security apparatus. Take Xamar for example, could be known as the most developed Somali city, but where is the security apparatus?
Development is centered around having the following or at least planning towards it each year in PL.
1. Local council
2. Mayor
3. School(primary and secondary) so literacy goals can be met
4. Hospital and MCH so your women can cut down on infant mortality rate and basic general or referral hospital services for the public to cut down on common diseases.
5. Roads/Drainage/Side walks/Curbs and general town plan
6. Electricity and Water coverage for your resident
7. Private investment into business and services sector
8. Police/Court/jail service
That is the blue-print of all Puntland towns and Saaxo is copying our model of development. Development isn't just 'private investment', you have key targets that have to be met to bring your locals into the 21st century in terms of water/electricity coverage, literacy rates, health coverage and targets to reduce diseases and mortality rates, u need police/courts/jails to meet security standard of a town, u need mayor and local council that works on infrastructure/sanitation/taxation collection/urban planning projects.

Saaxo needs to first connect to the federal high-way, that should be a priority project, any1 off the road generally is considered 'inaccessible' and will be given lower consideration for development projects. Saaxo should aim to create a healthy population by addressing common diseases and setting up referral or general hospital in the district, this keeps your people alive and is huge priority.
Your third priority should be literacy goals of 'Saaxo' kkkkk you want high literacy rate and participate in the puntland education curriculum and compete each year and raise the town's reputation of education.
Get your mayor and local council to ensure a high water-electricity coverage for your locals and urban plan 'saaxo' with roads thru the UN program JPLG, trees, parks, side walks, drainage, side kerbs and general urban plan. Set up business district-residential-industrial zones-Govt zone-Education zone as apart of your urban plan, each 5 years monitor the zones and advise your investors where they can build depending on what project they bring, u will find in 10-15 years that Saaxo is the hippest town in PL.

The most useless position is 'governor role' in PL, the people who are governor of mudug-karkar-bari-nugal-sool-sanag-cayn, I have yet to see any tangible cross regional project they have executed in their region, it's just a fake position. Mayor and Local council in each district is enough in PL, that is where the work is carried out, we can skip naming governor roles because I have yet to see anything in their portfolio in terms of jurisdiction and work cuz everything is assembled/planned/executed by local council and mayor for each town in puntland, and I have yet to see cross town regional development projects except perhaps those 'dams' that falls under puntland environment portfolio not the governor.
Indeed, I have family there and have been there a couple of times, loved it, you can see the development each time you visit. I am comparing the apparatus of the prison break incident to the apparatus of Xamar. Security is the basic of development.
