I think if the federal government wants to take 50% or more , it should pay for education , health care, military and other government services.
federal states have every right to demand more share, the federal government wants to take 50% and to give 10% to each federal member, i don't think that's fair share given that it doesn't pay for education, police etc.

The problem was not Puntland issuing permits, but the FGS double issuing permits for the same exact zones around Xaafun. The Ministry of Fisheries in Mogadishu was handing out illegal permits to the Chinese, Iranians, Taiwanese etc... without ever consulting Garowe and without their being any law regarding resource sharing at the federal level.
