Keating asks Somaliland to negotiate with Somalia in his letter dated 10th June 2018.
Somaliland's reaction is harsh, and understandable from their point of view.
In order for Somaliland to do that they will need something to negotiate over. So far they don't have anything to give to Somalia. And UN and Somalia are satisfied over status quo, while Somalia is rebuilding.
To have something to negotiate over and pressure Somalia and UN, Somaliland needs to take control over her border. And pressure Puntland. Only by doing so would Somaliland get the attention of UN and put pressure on Somalia. The longer time Somaliland wait, the more likely it is that Somalia will be stronger and a bigger opponent to Somaliland.
Even if fighting were to happen in Somaliland or Puntland UN will have to deal with it as it could create a humanitarian crisis in the affected areas and could create a stream of refugees in the longer term.
Musa Bihi is a man of the military and his time is "now". We will see how this will unfold.
