Radical African Americans could try take over a nation in the Americas (highly unlikely) like Brazil with like 40 mil blacks/pardo. And flood it with wesf africans. Most of them descend from Nigeria and a country soon to be 400 million would easily colonise it. Yes basically every region is a battle royal of tribalism. Balkans, eastern Europe with Slavs, east asia with Chinese, Korean and Japanese, South asians with India & Pakistan, west Africa between every tribe, east africans between oromo, amhara, tigrayan & somali, ect.

Only place where people don't despise each other due to regional hatred is the americas but that's because they have no history. No hundreds of years of warfare that leaves deep cuts that people remember. Everyone came on ships like a few centuries ago.
