The third most important pillar in Islam is zakat.
It is narrated that rasululah (PBUH) said "allah punishes those that don't pay zakat by not bringing rain, and if it was not for Allahs mercy for the animals, he would not let any rain drop".

I don't know any Somalis that pay zakat in the miyi. So why should they expect Gods mercy.

Somalis paid zakat to their relatives. Since your relatives are poor, they are more eligible to zakat money than the strangers. Again don't judge people from far.

Let's be real, Karma is doing its work in Somalia. Innocent people have been killed and raped in Somalia by Somalis. Karma doesn't know who did it but it will let all Somalis see its wrath. Drought is optional in the 21st century. Not a single would die of drought or famine if it weren't for political failures (or choices depending on how you see things) of Somalis. There are no more "natural famines" like in the old days.

More people die today from eating too much than from eating too little!
