Tribes can indeed defeat Qushaash. If we apply it to the situation in Iraq it was mostly due to Tribal militias that took back most of the territory from the terrorist group.

The government is only needed for logistical & financial support but in situation like this most of the fighting is done by the tribes & local resistance forces. If the locals do not support the resistance than the government does not have the legitimacy to liberate the land.
