FGS military is the strongest in Somalia due to the Turkish imports. Most of the next 10 years will be focusing on the economic and military development of the south which already has near 1 billion $ budget.
As time passes and Southern Somalia strengthens into one central governnent SSC will be incorporated into the FGS easily.

After SSC is taken through economic incentives and a slow push back through Turkish APCs , SSC will be given more funds and allowed to govern themselves.
If there is a strong navy, Awdal will be taken through a naval incursion or Ethiopian side invasion as Abiy and Farmaajo are good friends.
As for the rest, negotiation should take place or the status quo will continue. In the two subclans of Isaaq can't hold waqooyi as hostage saxib.

An administration that can not secure Xamar and is protected by 20k African soldiers has no way of militarily posing any threat to Somaliland. Period.
Your main focus should be survival.
We defeated Afweyne when he was orders of magnitude stronger than AMISOM-protected Farmajo, at the same time, we were no where near as powerful as we are today.
In my estimation, the AMISOM-protected administration of Xamar is less of a military threat than even Puntland desert region. The record on how we humiliated the desert statelet is out there.

somalia would not send troops to SL/waqooyi because they know it would come with aggression and war is the main reason many countries become recognised, basically it would backfire.. honestly I don’t think somalia even cares about SL anymore, they have some representatives in the south and I don’t think the president even wants to capture the region, basically accepted defeat. It’ll always be autonomous.
It does not benefit the 2 tribes (darood/hawiye) who have been fighting over the kursi in somalia for SL to return politically, because they would get way more competition which isn’t good. this is all politics at the end of the day, but it is not just SL people that don’t want to unite. theres a reason deputy PM is always an isaaq or northern dir, so the landers in xamar are always happy & content.
as for ssc state well it isn’t really a thing and you can’t make a state out of half gobals especially when the population of those regions are small anyway, imagine halfing states it’ll be worse. I have also been told that they need to give hawiye a state before another darood state is created, which is ridiculous but we’re watching the show from somaliland

As a neutral I think the reason there’s been minimal development in SSC is possibly because of its status quo to put it kindly. I do hope that Cirro or whoever does help develop the region.

The reason why Isaaq build their two cities Hargeysa and Burco is because that's where they live the most. They love to loath people's money and space. Same goes to Majeerteen.
Majeerteen was upset about Maakhir University getting build even though they had part in the signing deal.

It was the entire Somali nation that brought down Siad Bare's government in addition to Bare losing international support (USA and USSR) for his military supplies as the cold war was ending. Plus, if you're as powerful as you claim, why are you letting PL to operate its forces in parts of your colonial borders?
