The GERD dam has some positive effects for Sudan.
1. It protects Sudan in the rainy season from floods and mudslides as the flow of Blue Nile will be controlled now.
2. It will give access to cheaper electricity for Sudan if the two countries sign an agreement on electrical power sharing.
3. Sudan can build its own dam downstream as justification for mitigating the GERD effect on its agriculture.

Egyptian army is involved in many businesses and as such turned into a major economic power. However their weapons and arms come mostly from abroad. Their economy is 3.5 times smaller that Turkey's. Egypt is also dependent on international financial institutions like the World Bank and the IMF.They won't step into libya.
