You seem to have little knowledge if you think that it's compromised of one clan only. Yeah, there are more of some clan and less of others. But ultimately, it's going to be same with the new unit they will join, either the army or federal police. Nothing will change this, if this was your wish

They have failed to “Ethiopianize” the region ever since being given full control over the region by the British colonizers. 98% of the Somalis in the region don’t speak the occupation language or follow their customs. Only the political Dhabodhilifs and their appointed officials speak the language. If Menelik, Haile Selassie, Mengistu, Meles and many other tyrants couldn’t assimilate the Somalis do you think this lesser version of the imperial and fascist Ethiopian state can?
