Well of course he isn't going to say he is officially acting in accordance with the Saudi government wishes, if you know any thing about autocratic countries their citizens have little room for discussing their countries policies openly abroad without approval from their government first especially a former top adviser and ex-general like him. He recently visited Israel too . The Saudis are using him as a cover so in case of a backlash they can just say he was acting on his own and he isn't representative of the government.

Somalia is weak compared to Ethiopia therefore he may have the opinion that its good for regional stability against shababi. the west already prevented past ethiopian regimes from expanding outside Ogaden. Ogaden is the buffer zone equivalent to the golan heights just incase Somalia happens to rise again.

If the people are provided with security, governance, food, shelter, and a bustling economy, why is it a problem if Ethiopia or even Kenya administers the independent nations in the Somali peninsula? If the people have all of that and so long as it isn't an opposing clan who is ruling them, they would absolutely support it. Are you saying if those countries get rich you will want to join? Its a good opportunity for everybody thats not oromo/amhara to prosper, as the ethiopian regime has unofficially declared those two enemies of the state. The less majority have control, the better the wealth distribution in the country for minorities.
