A few members, including certain influential figures and small groups outside his tribe, remained loyal to him. Among all tribal militias, those directly linked with Barre's government were notably the most ruthless. Morgan, who professed loyalty to Barre, committed atrocious acts during his violent actions, contributing to a famine that claimed nearly 500,000 lives. Barre pursued a policy of attempting to replace clans other than his own with his preferred tribes.

In the northern regions, the stories are widely known, particularly the deliberate targeting of Isaaq people through aerial and artillery attacks. There were efforts to resettle Barre's kisnmen in the traditional Isaaq territory, displacing the local population. His soldiers, essentially a militia of his kinsmen, were sent to perpetrate acts of rape and murder.

Hawiye, although spared the full brunt of what happened to the Isaaq and Raxanweyn, still faced significant repression. This included poisoning wells, seizing land for his kinsmen, killings and the cleansing of intellegentsia.
If anyone should bear blame, it's Siad Barre and his henchmen, who radicalized all of Somalia. His use of clan for power, especially evident in his final days when he prioritized his clan's interests, created a situation where other militia groups saw survival as contingent upon resisting a government intent on tribal genocide. The fact that everything turned into a tribal shit show was clear from the start, Barre used clan to stay in power and overestimated the strength of his own tribe. In the end he lost.
