Last election showed that money isn't the sole deciding factor on winning the presidency. Hassan Sheikh had the least funds of the major candidates yet he won. One thing HSM is great at is campaigning and building coalitions within with other politicians from within and outside his clan.

Kheyre would be going against HSM, Sheikh Shariif, and potentially Rooble for the Hawiye votes in Galmudug, Hirshabelle, etc. The Somaliland and Koonfur Galbeed votes go for the highest bidder. Kheyre got most of his votes from Puntland last time around with Aaran Jaan supporting him in exchange for PM. This will not happen again. Jubaland votes go towards whoever Madoobe backs that's if he doesn't run himself.

The Qatari assets thinks everyone can by bought just as Madoobe mentioned during his latest interview. With the votes being close ballot you can pay someone for their vote but you'll never know if they voted for you.

They would more likely go to Rooble as a second option. He has done more to prove hes in the anti-centralist dictator camp then Kheyre.
