Depends on what type of initiative. Puntland was born out necessity during a period of anarchy, i don't disagree with that. The central government is now back thanks in part to Puntland. At the moment they don't have much power at all and are barely functioning, so again i don't disagree with Puntland developing itself instead of sitting around waiting for the FGS to fix itself. All i disagree with is making this the status quo.

I don't mind the port deal itself per se. Foreign entities making deals with states on their own with no regard for the federal government is fine now, but could cause issues in the future.

Basically instead of having one common Somali national identity we have all these states acting in their own interests, and not as a country. Like you said, this can easily lead to large conflicts. And it probably will someday.

Then what's the problem? Puntland wouldn't feel the necessity to step up and take initiative if the SFG wasn't lacking behind. They're light years ahead of the SFG in terms of governance and institutions. Asking Puntland to walk slower so that the SFG can catch up is unfair.
