Whose going to pay the salaries of 100.000 government workers? At $150 a month, that's $180 million a year. Who has that type of money?

There are no crown corporations owned by the government in Somalia. The Agro industry should go crown, construction and mineral sectors. If the government is having a hard time raising revenue than it's time for mogadishu to own businesses to fund projects, collect revenue and reduce Aid dependency.

My concern is the absense of risk management and audit culture. Corruption cripples Somalia and if this doesn't change, Somalia will become a country lead by private equity firms.
