These are areas settled by non-darods since darods tend to live on the 'desert' side camel grazing. The effect this will have on environment is obvious to anyone, it will turn the farming areas into desert, he is using climate change to displace people and turn it into a desert so his ogaden clans-men can settle the land. This is brutal, he cut a deal with shabab who controls those areas to keep cutting trees and bringing the charcoal to kismayo.
Doesn't shabab know they are essentially uprooting the farmers in the future when that area becomes a desert and they will end up in refugee camps in Kismayo? Like why are the eelay-Madows-rahanwayn-dir-sheikhaal who live around those farming districts being so stupid? why would you want to lose your land for a 'pittance' and be displaced in the end due to climate change making your farms into deserts? we know who lives in deserts? it's nomads who will come and settle those areas and establish homes or 'aqal badiye' and camp around and dig a water well or water catchment and it's they're land now.
