These are vassal states of Russia and are partially recognized states.. So not exactly comparable to SL which has so far zero recognition.. So I'm assuming there is no plan B, the creators of SL never considered a plan B if plan A Fails, which tells me their decision making skills and future foresight planning capabilities were very poor or low.
