I think inbound flights to Kismayo are restricted, he can't really stop anyone from leaving Kismayo.

FGS can bully smaller Somali carriers that have routes in JL but these planes aren’t those so they don’t really care. They will not pay any fine and don’t care about losing routes, etc because they don’t fly them anyway. They are just there to pick up JL officials at the behest of Kenyan/Ethiopian governments. Nothing FGS can do without an Air Force.
