I think Muqdisho is definitely feasible, they seem to have security there under control as there have been no reports of incidents in the last 6 months or so. Compare that to 2018 when it seemed like it was daily.

Inshallah they'll figure out a way to make it 100% safe.

The hard part is to persuade people to turn up when AS warned them not to vote.

I just don't want the FGS to use security as an excuse.

Right now all the incentives are with delaying direct elections. No accountability and they get to sell oil resources in 2021... No need for a mandate when there's no direct elections.

Votes abroad would change the incentives and reward who ever does the best job for the people.
