Honestly, the Horn and Africa in general would benefit from forming ethno-states that then join under a larger state or regional trade zone similar to the EU. Like giving each ethnicity in the Horn its own autonomous "country" with sub-provinces that then just comes under a Horn-Union or even a "real Ethiopia" rather than the Colonialist/Xabashi project the current one is. That way you get your precious ethnic freedom or whatever but you form a stronger economic block with more resources and land and the landlocked niggas don't get screwed into obscurity while the coastal folks benefit from their goods being exported.

That would lead to severe inequality. It would lead to small and poor landlocked nations depending on their rich neighbours for trade. Also these poor nations wouldn’t have enough money to develop their nations infrastructure as they are already poor and barely able to afford the imports.

For example if a random tuulo claimed independence they wouldn’t have enough capital to industrialise but the Somali government could give aid to their more poorer rural areas as they are more larger and have a larger pool of capital to share.
