Ace my uncle was general in Somali army but before he got his rank, he went to Somali military academy, then Egypt military army school, then other degree from Soviet Union then couples of years in USA military plus he fought in Ogaden war after all that he got the rank general in around 88 or 89. I hope that yo get my points.

He had other posts within the army, go look him up if you want more info on him.
Check your comment above, you admitted that he was in football field. Plus he can not get the highest rank in military in 4 years only of service, beside till 2 years ago he was working as Head of the custodial corp (jails). It is not him only but other group of unqualified men were promoted with him. Remember that fact when our army will lose war because of these men.
